Jilin Province Support Measures for Comprehensive Straw Utilization: What Foreign Founders Should Know
Jilin Provincial Government Office issued measures supporting comprehensive straw utilization, covering burning bans, subsidies for straw return to fields, collection and storage, feed, and industrial projects. A practical overview for foreign founders operating agricultural or biomass businesses in China.
Jilin Issues Support Measures for Comprehensive Straw Utilization
The General Office of the Jilin Provincial People's Government issued a notice on August 25, 2026, publishing a set of measures to support comprehensive straw utilization (document number Ji Zheng Ban Gui [2026] No. 1, dated August 15, 2026). The measures are addressed to municipal and county governments, the Changbai Mountain Management Committee, provincial departments, and relevant centrally stationed units in the province. For foreign founders running or planning agricultural, biomass, feed, or new-material businesses in Jilin, the document sets out the regulatory boundaries and the subsidy framework that such operations will encounter.
Burning Control Zones and Compliance
The measures designate prohibited burning zones across the province: within 1 kilometer of railways, expressways, national and provincial trunk roads, and airports; within 50 meters of forest edges; and on conservation tillage plots. County governments will pre-designate conservation tillage plots annually, and these designations can be adjusted. Open burning of straw is fully prohibited in these zones. Areas outside them are limited-burning zones, where controlled burning is managed in a scientific and orderly manner. The Provincial Department of Ecology and Environment, together with relevant departments, will produce a single map of prohibited burning zones and integrate it into a provincial straw burning supervision platform, while advancing related local regulations. Ecology and environment departments at each level will strengthen supervision, and municipal and county governments bear primary responsibility for enforcement.
Subsidies for Straw Return and Soil Protection
Several measures provide per-mu subsidies for straw return and black soil protection. Counties in typical black soil areas implementing black soil protection and utilization projects can receive at least RMB 150 per mu for applying organic fertilizer made from straw and other materials through composting, based on annual task areas set by the province. Conservation tillage projects with straw coverage above 60 percent can receive a subsidy ceiling raised to RMB 80 per mu; where one of strip tillage, harrowing-mixing, or deep loosening is also carried out, a further RMB 25 per mu is added, bringing the ceiling to RMB 105 per mu. Subsidies for coverage below 30 percent are abolished province-wide, and burned plots will not be subsidized after verification.
Counties with large straw resources may use funds including 20 percent of the central super grain-producing county reward, comprehensive straw utilization funds, and provincial project funds for straw return operations. For autumn operations such as full-volume corn straw return through deep plowing or crushing-mixing, or rice paddy mud-mixing and dry-leveling without water harrowing, the subsidy is RMB 80 per mu.
Collection, Storage, and Processing Infrastructure
County governments are tasked with organizing orderly removal of straw from fields other than plots under conservation tillage, strip tillage, deep plowing, crushing-mixing, or burial. Where machinery cannot be used, such as on sloped land, manual removal is required. The Provincial Department of Agriculture and Rural Affairs will guide removal in both prohibited and limited burning zones and support baling and transport to lower farmers' costs and improve collection efficiency.
Counties with large straw resources may use comprehensive straw utilization funds to build county-level collection, storage, and processing centers, township transfer stations, and village-level temporary storage points, following the province's construction guidelines for distributed straw collection, storage, and processing centers. Project operators in green hydrogen, green methanol, feed, biomass combined heat and power, environmentally friendly panels, carbon-based products, and polylactic acid that consume large volumes of straw may build supporting collection and storage centers. Operators must maintain protective measures and implement safety management responsibilities.
Feed, Substrate, and Industrial Uses
Counties may use comprehensive straw utilization funds, major grain-producing county funds, cattle and sheep output county funds, and grassland ecological protection subsidy funds for straw feed utilization. For single households collecting, storing, and processing more than 100 tons of yellow silage fermented feed or ruminant compound feed, the subsidy is RMB 35 per ton of straw. For new, renovated, or expanded silage pits of 500 cubic meters or more, the subsidy is RMB 30 per cubic meter.
Counties with large straw resources may also use comprehensive straw utilization funds for substrate utilization. Where straw is used to make substrates for edible fungi, rice, or horticultural crops, the subsidy is RMB 60 per ton of straw. Counties may also coordinate regular assistance funds to plan and implement straw utilization industrialization projects that fit the permitted use of funds and are closely linked to the interests of people at risk of returning to poverty.
Project Planning and Investment Support
The Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, and the Provincial Energy Administration will guide localities to plan and reserve projects in line with central budget investment directions. These include green hydrogen, green methanol, biomass combined heat and power, biodegradable new materials, environmentally friendly panels, carbon-based products, and polylactic acid. Localities are encouraged to seek central budget investment support, and the province will enhance the role of provincial government investment funds in straw utilization projects.
Practical Takeaways for Foreign Founders
- Check location against burning zones. Any facility or farmland near transport corridors, airports, forest edges, or conservation tillage plots falls under stricter burning prohibitions and supervision.
- Subsidy eligibility depends on activity type. Per-mu and per-ton subsidies are tied to specific operations, coverage thresholds, and project categories, and some subsidies are explicitly excluded.
- Infrastructure support is available. Collection, storage, and processing centers can be built by counties or by project operators in designated industries, subject to safety requirements.
- Industrial projects may access investment support. Certain straw-consuming projects can be planned to match central budget investment directions and provincial fund support.
Foreign founders should confirm details with local authorities, as implementation is carried out by municipal and county governments under provincial guidance.
